Dr. Douglas is President of the European Association for Quality Assurance in Higher Education (ENQA), which represents the quality assurance agencies of the European Higher Education Area.

ENQA works closely with other regional quality networks and has been an active partner in all three phases of the Harmonisation, Quality Assurance and Accreditation in African Higher Education Initiative (HAQAA) project. ENQA has also worked closely with the Arab Network for Quality Assurance in Higher Education (ANQAHE) in the Quality Assurance of Cross-border Higher Education (QACHE) project which ran from 2013 to 2016.

He is a former Chief Executive of the UK’s independent Quality Assurance Agency for Higher Education (QAA) whose role is to ensure academic standards are maintained and that student learning opportunities are of the highest quality across the four UK nations. Douglas held Executive roles at the Agency for 20 years and now acts as an international consultant for QAA. He also provides independent consultancy.

In addition to being ENQA President, he holds non-executive director roles at the British University in Egypt, the University of Law, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, South Gloucestershire and Stroud College, Cilex Legal Regulation, and Qualifications Wales and, is an Advisory Board member of both Future Learn and the Lifelong Education Institute

Throughout his career Douglas has demonstrated an ongoing commitment to support for students, empowering their engagement in quality assurance.
