Quality Assurance and the Bologna Process Expert, Armenia

Dr. Robert Khachatryan is a higher education quality assurance expert with extensive experience in designing, leading, and evaluating quality assurance processes fully aligned with ENQA requirements and the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). Over the past decade, he has played a central role in advancing the principles of the Bologna Process, contributing both nationally and internationally to the enhancement of higher education systems, institutional accountability, and program relevance.

Dr. Khachatryan has served as Panel Chair and Expert in multiple institutional accreditations under the National Center for Professional Education Quality Assurance (ANQA), consistently applying ENQA standards and ESGs:

In addition, Dr. Khachatryan has been actively engaged in national and institutional accreditation processes in Estonia, further strengthening his international quality assurance expertise.
Leadership in Education Governance
As Chair of the Education Department Chairs, Dr. Khachatryan has overseen institutional and national accreditation activities, contributed to the development of robust quality assurance mechanisms, and ensured alignment with international standards.

Dr. Khachatryan has developed, designed, and coordinated seven Erasmus+ and Tempus projects, each contributing to system-wide reforms, institutional capacity-building, and quality assurance in higher education:

Erasmus+ CONNECT Project – Co-Coordinator (University–industry cooperation and student competitiveness in Moldova, Georgia, Armenia)

Erasmus+ MINERVA Project – Member (Strengthening research management and open science capacities in Armenia and Moldova)
Tempus ALIGN Project – Member (Aligning academic programs with national qualification frameworks)
Tempus GOVERN Project – Member (Developing state-of-the-art higher education management systems in line with Bologna principles)

Through these initiatives, Dr. Khachatryan has contributed directly to the implementation of key Bologna tools, including qualifications frameworks, learning outcomes alignment, university–industry collaboration, and the digital transformation of education.
