Eltjo Bazen is a seasoned advisor and thought leader in the field of Quality Assurance (QA) in higher education, with over a decade of experience shaping institutional policy, leading accreditation processes, and fostering quality cultures across European universities. As Chief Product Owner for QA at HU University of Applied Sciences Utrecht (the Netherlands), Eltjo has spearheaded the development and implementation of the institution’s Vision on Quality, QA Policy, and QA System under the strategic “HU Change Agenda.” His leadership extends to financial and HR management of QA programs, internal audits, and institutional accreditation readiness, positioning him as a key figure in aligning educational quality with strategic
goals.

Eltjo’s expertise is deeply rooted in both operational and strategic QA. He has held pivotal roles at Fontys and HAN Universities of Applied Sciences, where he built departmental QA systems, guided accreditation processes, and led internal and external audits. His work consistently reflects a strong command of the PDCA cycle, stakeholder engagement, evidence-based policy development and a deep appreciation of strong quality cultures.

Internationally, Eltjo is recognized for his contributions to the European Higher Education Area (Bologna Process). As a Bologna Expert for Erasmus+ since 2019, he advises higher education institutions on implementing Bologna tools (such as Qualification Frameworks, ECTS, Diploma Supplement, Grading Tables) and provides policy input to the Dutch Ministry of Education, Culture and Science. His role in the European Quality Assurance Register for Higher Education (EQAR) as a member of the Register Committee and Chair of the Presidential Selection Committee underscores his influence in shaping QA standards across Europe, evidencing him to be one of Europe’s ESG specialists. Eltjo’s impact is further amplified through his ancillary roles: he chairs institutional and program review panels across Europe, co-leads the EURASHE Community of Practice on QA, and serves on advisory boards and think tanks focused on accreditation and quality development. Moreover he is President of the Dutch Network for Quality Management. His public speaking engagements—keynotes, panels, and workshops—across Europe and Pakistan reflect his commitment to knowledge sharing and capacity building in QA.

With academic credentials in Quality Management, Business Management, and Philosophy, and fluency in three languages, Eltjo combines analytical rigor with cross-cultural insight. His work bridges policy, practice, and pedagogy, making him a driving force in advancing quality assurance and the Bologna Process in higher education.
