Dr. Narimane Hadj-Hamou delivered a keynote at the 4th UK–China Teaching, Learning, and Educational Technology (TILE-TEC) Conference in Chengdu, China.

Her keynote, “From Fragmentation to Institutionalization: Governing AI as a System-Level Transformation in Higher Education,” explored how universities can move beyond fragmented AI initiatives toward coherent, institution-wide approaches to AI adoption.

The session highlighted the growing importance of leadership, governance, institutional readiness, ethical AI, and integrated teaching, learning, and assessment frameworks in supporting sustainable AI transformation across higher education.

A key message throughout the keynote was the importance of adopting a phased and strategic approach to AI integration, recognizing that sustainable transformation requires institutions to gradually build governance structures, infrastructure, institutional capacity, and organizational readiness rather than relying on isolated or rapid implementation efforts.

The keynote also emphasized the growing risks of fragmentation, where disconnected AI initiatives across teaching, assessment, operations, and student support can lead to duplication, inconsistent practices, governance gaps, and challenges in maintaining quality, equity, and institutional coherence.

Ultimately, the discussion reinforced that effective AI adoption is no longer simply about tools or experimentation, but about building integrated institutional ecosystems that align innovation with educational quality, accountability, and long-term institutional resilience.
